Personally, I prefer the filler characterization of hell as the defeated bad-guy hangout. Nerds complaining about leaving in scenes of Frieza and Cell watching and grumbling as Goku fought Kid Buu in Kai is why it's a good thing Dragonball hasn't been particularly concerned with canon.
