The most likely breakdown is that Cody became President, a number of council members got weird about it, and now the Vice Principal takes advantage of it by faking orders from Cody. Again, this is all very stupid and Cody just wants to do bake sales and set up school dances. Also, being half-vampire doesn't mean you're automatically a spectral (or at least can see spirits like a monster can). It'd explain his hitball skills and why he can't see Hijack.
