Then there was the entire Department of Music in the Fine Arts college, where things were so bad they were notorious even by 90s standards.

Oh it's just theater, with the added benefit of making people think things like child kidnappings and cop murders are way more common than they are. They make new ones every session because it's free basically and it makes it look like they're doing something proactive. We have Amber, Blue, Silver, Camo, CLEAR and Endangered Missing Persons, just in Texas (EMPs for IDD and CLEAR is for everyone to old for Amber and too young for Silver. I think Camo is self explanatory)
