Nah, it's tile. You can see the grout lines.

At least it better be tile, and not carpet with a tile pattern.

Yup I recognize that pattern. Its textured for better dirt adhesion.

It's not really fair to say they don't match the neighborhoods because they aren't going into places where there's been a lot of money an investment in architecture. The first few Art Deco skyscrapers probably looked really weird and out of place in New York when they went up, too.

Also they're very rooted in the styles of indigenous Andean people. So while I totally see the bold comic book art connection, that's very coincidental. If I remember correctly the guy that started the trend and has made a lot of them was a bricklayer who just decided to start designing whole buildings one day.

It's more than coincidental. Those Kirby scans are from a story set in the Andes, see the narration panel in the second image:

Those buildings are called cholets and are created by an architect called Freddy Mamani.
Usually a cholet has commercial space for rent on the ground floor, a big space for family parties on the first and apartments over that. And the owner home on the top floor.

I couldn't find any interior pictures but I think they only go balls to the walls with the design with the event room and the living spaces are just like a regular house but on the rooftop.

I got a gate lock fitted and the guy that did it (and built the gate) said "these have a bar made of some fancy steel so it'd take about 3 hours to hacksaw it through" which like yeah OK fine, but you could probably drill or cut out the wood around it a lot faster than that.

Or climb the wall next to it and jump over like spiderman.
