Not a lot, but a bit. And of course, that's on top of being an overpaid, overarmed small-town police force, so they're not used to having any semblance of accountability or scrutiny. This is probably the first time many of them have ever had to worry much about what they say or do in a long while. Local government has nothing to really keep its police forces in line or under control, so they're free to become like this. A bigger town would have police who are either better at lying to the media or maybe one of the many measures taken to try to be ready for a shooter would've sunk in so they wouldn't have to cover their fat asses.

Busy, sure, but not horrible. Though it does help to know the places where it tends to slow down. I can't see how an underground version of the same tunnel, but only for Tesla's self-driving firebomb cars, would actually help. Where crazy people come barrelling down an off-ramp trying to desperately slow from highway speeds, dodge the people on the access roads and then pull into a driveway in too short of a space...all while people exiting said driveway dodge people using the access road to accelerate up a too near onramp onto the freeway.
