I'm not exactly sure what the instructor is saying just before the final turn, "Slow it down to _____ speed," but that's when both engines basically go to idle, while a couple hundred feet low, THEN into another turn. Oof.

Evidently the trainee pilot idled the engines. I've listened to enough recollection by Lemoine and Major Kong to know that the T-38 has an extremely fast approach speed. My guess is when the pilot - who was Japanese - heard "slow it down," he just idled the throttles and the instructor didn't catch it in time. The video's description goes into way more detail - even detailing down to the second when the last moment to eject would've been.
