So I am not an electric car engineer, but I would have figured there would be a battery cutoff inside the battery pack. Either a mechanical contactor, or solid state, but inside the metal can with the cells. There's no reason for the charger wires to be hot unless you are actually charging. It's not as if the charging station cable is live all the time, either. There must be an electronic handshake where the charging connector verifies it's plugged in and that you've paid, etc.

Then again if your doing PDR and one of your tools is leveraging against the cable without you knowing it, I can see someone breaking the insulation on the cable and being baptized in the holy voltage of a Tesla.
