A lot of local government is dudes sitting around thinking "what can I do to further the cause of terrorizing certain demographics" instead of just being some boring poo poo they deal with from time to time. A lot of local government people, especially for smaller towns, didn't really treat it as their job, it was just something they did to give back because they're bored and collect a modest paycheck. I remember in high school at my small town the local treasurer said he only ran (and won) the position because his accounting job didn't have a good baseball team. Even something along the lines of "We're in contact with XYZ powergen companies around the clock to ensure operating reserves are sufficient to meet demand." or "We're confirming that local utility companies to keep emergency crews on standby in case of local outages." They don't have to promise anything, just some kind of communication to let people know that they aren't depending on hopes and prayers.
