You can chalk that up to New Order or whatever but frankly the fact that he had such an absurd arsenal that it doesn't matter and it'd be more interesting if he was limited to more strategic quirks that with his centuries+ of experience and knowledge to easily crush people with compared to just pure brute force.

AFO is imo just a pretty straightforward example of a character who the narrative informs us has a certain trait the author simply can't convincingly portray, in a way that is particularly highlighted by Hori's current difficulty coming up with any fight narrative beyond a spotfest or any actions a fight scene could have that aren't punching harder.

Of course All for One is going to no-sell everything, he's under a constant rewind that will undo any damage the heroes do.

But the point isn't to deal damage, it's to bog him down until he rewinds himself out of existence.

Not really a plot hole, AfO prefers quirks that don't require much training to use and Overhaul's seems quite complicated to use effectively

I don't think that was ever given as a reasoning for his quirk theft. That just sounds like a rationalization people made to explain why he didn't take Overhaul.

Also, if he doesn't like complication, then why and how is he creating quirk combinations that let him create energy blasts and not just stealing energy blast quirks?

You're misremembering a bit. It's not that AFO doesn't like complicated quirks, he just didn't think Shigaraki would be good with Jeanist's quirk. Not sure how to square that with him planning to take over Shiggy's body, though.

I assume the idea is that learning how to properly make use of a weird esoteric power is a whole lot harder than making use of punch hard. Mirio's entire thing was his power is loving weird and involved him working his rear end off to turn it from a joke into "learning how to half-press an a button"

Search has very little technique involved in its use. You can detect people at a huge distance, that's it. It also merged with All for One such that it was homing on One for All.

Best Jeanist full strength quirk is fibre control, which requires exceptional training to do anything useful with.

Stealing someone's quirk also leaves them pretty powerless in a straight fight most of the time, where even someone in top shape suddenly has to fight against someone with a seemingly unlimited supply of quirks.

For some reason I thought there was some kind of limit at one point at how many he could have at one time, which would make someone a little more picky, but I guess I was misremembering.

how does a4o's quirk theft even work now anyway

wouldn't he just lose them when he rewinds? if that happens, would the person he stole it from get it back? or is it gone forever? and if he doesn't lose quirks, why not?

That could explain why when Shigaraki used it, it only really gave so many dots but no names or weaknesses.

"Why didn't AfO steal the quirk of this character he never met or interacted with" isn't really a plothole. He was already in jail when Overhaul was introduced and by the time he broke out AfO really didn't have any need for it. Decay was way more destructive than Overhaul at that point and Shiggy already had super regen, so he really didn't have any need for the reconstruction part of it.
