Its likely a sucker growing in from outside. Take some pictures of the nearest trees and maybe it could be id'd

As another poster said tho it looks like tree of heaven, and I know tree of heaven does make suckers. Does it smell when you crush a leaf?

My favorite neighbors have this affliction. She has a great menagerie of indoor plants and says the landscaping is too difficult. Meanwhile I love landscaping as it's easy and the indoor plants are too finicky. Also my cats eat them so that's am easy excuse.

If the only thing she did was spend an hour in May cutting bad growth and spray herbicide in the rocks it would be a lovely low maintenence yard.

I had to convince myself not to walk over there and cut down a sucker from a tree that is growing directly in front of a beautify maroon bush and just ruining the aesthetic.

Those same people tend to be liberal with the herbicide, and of course they always own (or pay someone who owns) a leafblower.

There are ways to skirt those laws. Can't cut down live trees? Kill them! Just use a machete and collar the trunk. Wait a few weeks. Bam, dead tree. Better cut it down before it falls on something.
