The prank was part of the Pail and Shovel Party's campaign promise to bring more wackiness to student government. The party would also be responsible for placing plastic pink flamingos on Bascom Hill.

Now every winter a newer inflatable version of Lady Liberty graces the ice on Lake Mendota near the Memorial Union Terrace. Unfortunately, due to unseasonably warm weather and thin ice, the statue won't appear on the lake this year. It will be installed on the Library Mall instead.

I think (think) it's a reference to how the border bill deal also includes Ukraine funding. (And so, therefore, the border must be between Ukraine and Mexico, get it?) But honestly, I am not sure either.
