I can usually keep phone usage mostly out of my classes by dint of being loud and scary, but my students are technically adults and not having to do the hand-holding/disciplinary stuff to nearly the same degree has always been something I've treasured about being a university professor as opposed to teaching high school or earlier.

A few months ago there was a multi-page slapfight in this thread wherein some goons who are parents basically said they'd fight to the death to keep phones in their kids hands at school. All of these no phones policies look good on paper but a vocal subset of parents are always going to raise a stink. I can't imagine working the kind of hours teachers work, dealing with the number of children they work with, in a culture that doesn't value taking care of children, and then getting poo poo on by parents day in and day out because their kids won't relinquish their phones. I'd rather work at Burger King.

If it's just teachers fighting these battles with no institutional support, it's never going to be worth their time and energy. It's a lot easier when you can just shrug and say, "Those are the rules, nothing I can do about it." (Although of course you'll always have some subset of parents who will rage at you anyway because you're the most visible target.)
