I'm so out of the loop on anime that it's probably been 15 years since I watched anything new that wasn't a remake or reboot like Berserk or Eva., Somehow I got linked to an article about this show and God dammit if I haven't fallen in love with from episode 1. Now to track down as much of the manga as I can.

I think we can't rule out the possibility that he's being (at least partially) mind controlled himself. It would explain the mood shifts and the extreme security around him, even distancing him from his own family (Loid's own doubts in this episode about being able to perfectly impersonate people would seem like an important context clue in that regard). The mood shifts and noncommittal answers make a lot more sense if you assume that someone else is piloting behind his eyes. Edit: Eh, forget the whole thing.
