They went to the WWF where if I recall there was talk that they were going to get a big push and be the centerpiece of the tag division until Vince and co. realized they were charisma deficient. Then Phil got in a car accident and when he was back the company had little interest in them. Wikipedia keeps saying that they were, "sent" to ECW in 97 which sounds weird to me. I guess the WWF loaned them back to ECW?

Yeah Meltzer discussed it. He phrased it as "WWF decided they had no charisma and gave them the 'boring' gimmick" and that was that. I believe WWF would let you take outside bookings before they started making money regularly so it would make sense that they'd be allowed to 'do' ECW while under contract.
