It's hard to tell from the video, but it looks like it requires you to actually press down with weight using your feet. I would guess this is actually just for genuinely terrible riders rather than disabled people.

When he took his safety course, there was a woman who had failed 3 times, and was back to try again. She would roll the bike out nervously, lift her feet, and the drat thing would sloooowly fall over. Several times. I guess they told her to stop while she was ahead, and basically kicked her out of the class. She was really upset, but hopefully this will be for her own good? (I think so)

How does that even work? I'm not sure you could even deliberately make a bike fall over like that once it had any speed.

Those training wheels are really only effective at that one small sliver of time where you're moving, so you cant just straight up plant your feet and hold the bike, but you're not moving fast enough for the bike to balance itself. I'd say those are more for terrible riders than the disabled, as anyone disabled enough to not be able to hold their bike up wont be able to hold it up with those either. Your body still has to do all the work, you just dont have to put your feet on the ground.
