As an American, I can say I have never ever heard of it being used this way. There is a very popular wrestler who currently does it, or something close, I think. The DX "x" was a little different.

I suspect what's being referred to here is the gesture where you hold one arm horizontal and bring the other one up perpendicular to it sharply. I'm not sure that originated in America, though.

Edit: Fun fact-- that gesture is also associated with an anti-rape movement.
