Probably because they hope to highlight certain things, like putting things in quotation marks to belittle things like "strong leader" Obama. Exclamation points on the other hand are seemingly great to really drive a point home, especially at the very end of a rant! Lots of subtext can be made easier to understand by the right punctuation...

If I had to guess, it's because the writer is just attempting to type in the same manner that they are thinking. These types of messages do have a certain "stream of consciousness" format. When the writer pauses to think, they type ellipses reflect the fact. When they would put emphasis on a word, they capitalize it. All sentences get a quantity of exclamation points relative to their importance.

That's exactly what it is. The article goes on to say, "Students must graduate from a Colorado high school, they must have resided in Colorado for at least three consecutive years and they must sign an affidavit stating they are seeking citizenship."

Besides that, federal government != state government.

Well it's important to note that the tuition bill in question was passed by the state of Colorado and it's dealing with a problem the kids had no control over because they were illegal immigrants presumably brought into this country by their parents or other adult relatives since they graduated from Colorado high schools:

quote:

The bill allows students who graduate from Colorado high schools to attend college at the in-state rate regardless of their immigration status.

Currently, students in the country illegally must pay the non-resident tuition rate, which can be more than three times higher than the in-state rate.

So basically it's just allowing children who were brought there illegally and raised there and went to high school there to go to college there at the same rates as all other Denver residents if they follow some requirements, but hey I guess charging them 3 times as much is cool too?

The military tuition stuff is related to the Sequestration laws on Federal spending. It's sad to see this sort of thing happen, but when political parties cut off their nose to spite their face then lovely things are bound to happen, particularly when the cuts are off their own making and not something that we had no choice but to do.

I've seen people on here, including some ex military people, making the point this doesn't affect any education help in the general GI bill and that the tuition program was essentially one giant give away to lovely for-profit universities. So there may also be that.

I've also got a veteran on my feed pissing and moaning about having to study when he's got a seasonal cold because the Sequester is loving up his TAP. Apparently, he was just going to drop out of all his classes this semester so he didn't have to study when he doesn't feel well because TAP will just pay for them again next semester, but now he can't and abloobloobloo, how will he feed his family if he doesn't finish his Master's Degree with TAP? To get a more apt example, you need to limit the amount of possible points available to the entire class. We’ll set the student number at 100 for simplicity and the limit at 7,000 points per test so that if it was evenly distributed among all 100 students everyone would get a C on each 100 point test. Let’s assume that the distribution of all points follows the current U.S. distribution of income. Here’s how we end up:

Top 20: 4,137 points, average grade: A+ (206 points out of 100)
Second 20: 1,323 points, average grade: D (66 points out of 100)
Third 20: 812 points, average grade: F (41 points out of 100)
Fourth 20: 497 points, average grade: F (25 points out of 100)
Bottom 20: 245 points, average grade: F (12 points out of 100)

Congratulations, 3/5ths of the class flunked and 1/5th barely passed while 1/5th got more points than they will ever need to pass. None of this accounts for the amount of studying each quintile did by the way; some of the bottom 20 students worked their asses off doing 80 hours of studying just to scrape by with their 12 points each. Why did the top 20 do so well? They own the pencils and sharpeners and only agreed to let the other students use the pencils and sharpeners if they gave up some points to do so.

Welcome to American capitalism.

Yeah, I'd be careful throwing around negative critiques about TAP despite what others here have said. It can be helpful for more than just padding reviews - I know people who have used TAP to get their Bachelor's while in active duty and using their GI Bill towards a Master's when they got out, so it can help give you a head start and possibly a little more freedom in how to use your GI Bill benefits. I can see the point about for-profit schools, just wanted to point out that it's not completely unnecessary.

It's quite likely that people discussing this topic have no idea how bad inequality actually is and if they aren't completely stuck in their views learning about the facts might change their opinions.

Lets go ahead and have this conversation. I'm currently in the AF and these stupid military vs immigrant memes keep popping up and its driving me insane.

Tuition Assistance:

* Offers a set amount of total money per year, and money per credit hour. It essentially allowed someone to take cheap online classes to the tune of about ~15 credits a year.

* It is only available to Active Duty members, Guard currently working in an Active capacity, and some civilian contractors

* Because of its existence military promotion in many branches, specifically AF have made it difficult to get a great yearly review (which is used for promotion) without taking a few classes per year.

* It has become so integral to the promotion process for enlisted that you're nearly required to get a CCAF (community college of the air force) associates in order to reach E-7. Note that the CCAF is pushed on people who already have a regular Bachelor's and few if any of the credits transfer to real schools.

* For the officers a Masters degree is considered a de facto requirement in order to reach O-4.

* Due to the widely dispersed military stations and nature of military jobs nearly everyone on Tuition Assistance is taking some form of online class. It's exceedingly rare for non office hour members to take classes in person and it's basically impossible if you are stationed overseas or on deployment.

* I'll see if I can get the numbers but many of these online classes are run through for profit degree mills which strike deals with squadron commanders on base to allow their recruiters to talk at official sqaudron meetings.

* The for profit schools hire a staggering number of former generals in order to help its image as "military friendly"

* This is the most important point. They still have a GI Bill which they can use while still serving in an Active Duty capacity.
