I've always thought of it as Heyman behaves differently with them because he finds Punk easier to manipulate. He can get Punk to do what he wants by massaging his ego (most of the time). With Brock, while he probably does manipulate him in some fashion, mostly it's just that, for whatever reason, this big frigging monster actually likes Paul and he's able to take advantage of that, but for the most part it's just this force of nature.
