I am not up on my Military stuff, but a higher ranking officer doesn't have to salute a lower one. The Commander in Chief of the armed forces wouldn't have to salute anyone. Can you imagine if every Officer had to stop to salute every private they passed, they'd never get anywhere or be able to do anything. It seems like a silly opinion to have. Hell if a private had to salute every private, it would be like some bad comedy movie. "sir, sir, sir sir, sirsir sir sir sir." Edit : VVVV Hahahaha, ok maybe 'Bad' was a poor choice of words. Full disclosure - I got dragged to a Hanson concert in 2000 or so in Seattle. It was loving hilarious. A bizarre mixture of women a good 10-20 years older than the band members fawning over them, and a load of pre-teen girls going into apoplectic fits at the sight of the singer. Edit - And an amusing number of confused boyfriends like me as well as a handful of horrified dads that had gotten suckered into carpooling a half dozen preteens to the show.

I'm doing my gosh darn hardest to make sense of the image as a whole, but the possibility that English likely isn't this guy's first language/incoherent rambliness of the thing makes that hard. For instance: where does it begin? One would assume the root is "sexual education is too young" which then branches off into his arguments towards his point; but how does that connect to "investigate: mental illness" and "investigate: lottery funding"? Every time I start to pin down a pattern in the structure of the statements, I notice something that betrays that pattern. This is really fascinating.
