Errr dunno, maybe it's just there as a "look it's London" thing although it is deliberately confusing as the skyline is drawn from the perspective of south London rather than North, where Wormwood Scrubs is. Also how is the Westminster clock tower taller than The Shard? Surely that would have been mentioned somewhere when they built it.
