EDIT: Okay I cleared the site's cookies and I could vote again. Private mode lets me look at the chat, now I just need to figure out what cookies I need to delete to get the chat working normally.

EDIT: Got it working, just cleared my cookies and cache from the past 24 hours.

There are a lot of Brazilian-made characters for the same reason that there are a lot of Brazilian League of Legends players: Lots of people in Brazil are poor and MUGEN is a free game.
