At around 18 seconds you see the camera car overtake the subie, perhaps cutting him off in the process, though that's not clear from the video. What I think is a WRX sedan then cuts him off in return, starting off the chase. Although I understand what he's saying ("I'm not going to calm down until he wipes out  ") that doesn't really help explain his reasoning because he's a moron.
