Mostly its just because people are afraid to either ask to take someones picture or are afraid to take pics of people without permission (IANAL- which doesn't matter on public streets, YMMV, CHECK YOUR LOCAL, STATE, COUNTRIES LAWS. My town had a small Blues & BBQ contest. Had a lot of fun, and got a lot of great pictures. My three best. I shot the whole day in Aperture mode, I can't feel I did any better and, quite frankly, I'd rather shoot in Shutter mode. At least with, musicians and dancing fans. I'd rather want the ability to manage motion blur, over f-stop or depth of field. I also think it depends on the circumstances on what you are photographing. Que Sera, Sera.

She was 10~ feet from the entrance to her apartment building on a super busy street corner, taking a nap in the sun. She could have been sitting on the porch of a country home she seemed so comfortable with her surroundings. I understand how it could be taken explotative now that I think about that and look at it more, that just didn't come immediately to mind. She is obviously not a bum, she had nice shoes and a nice bag, had make-up on, etc. Perhaps if I would have shot it in color it wouldn't have come across so bleak. I appreciate the input on this, honestly. I still have a lot to learn.

I think one of the other problems people might have with it is the shot looks like it was taken with a fairly long lens without any awareness/consent from the subject (not that either of these things are absolutely necessary). This results in a creepy/voyeuristic photo, where the intent seems to be exploiting people, rather than engaging with people.
