If it's a bolt that needs to be torqued into a softer metal, you can have the situation where the bolt is expected to stretch, but because it's a harder steel it won't stretch the threads as much and will try to pull the threads out of the other end. Harder steels are more resistant to stretching. If the bolt needs to be preloaded, you need to torque the bolt farther to get the same amount of preload. The thing it's going into might not have the same resilience for that. But for non-critical fasteners, going to a harder steel probably doesn't matter much. Or, if you can replace the nut on the other end with one of a matching grade, you can then torque it more and benefit from the harder steel. But for something like an alternator pivot, that falls into the "doesn't matter, just don't zap it in there with an impact" category. At least that's what I've been lead to believe
