I'm pretty sure it's optional to obey street signs and traffic lights in Providence. And I'm saying this as someone from MA.

I had someone make a right turn in front of me from the left lane while I was headed straight a week after I saw a different car make that move in front of a bus so I don't know how California isn't the worst.
