That makes a certain amount of sense, Marvel has actually been pretty good about female superhero's costumes. The aforementioned Gamora, Captain (née Ms) Marvel and Psylocke's current outfits are all pretty good examples.

Good ol' Gnatrat. Mark Martin did a whole series of stuff like that with the character, collected in "Ultimate Gnatrat". It's all basically a series of homage/criticisms of late 80s and early 90s comicdom. You can usually pick up the book for like $1 on Amazon, which is hard to beat for something legitimately funny and well drawn.

Gnatrat actually made a comeback last year via Kickstarter. I appear as a poodle in a tutu in it because Mark thinks I'm a socialist and apparently all socialists wear tutus.

I think it's from Marvel Knights 4; it's definitely McNiven. I think it's from a page with all the different aspects/outfit Sue's worn over the years.

The G.I.Joe comic continuity and cartoon continuity are completely separate. Cobra Commander in the comics is notably different from the cartoon version, mainly in not being a reptoid, but also in generally being more competent and ruthless. He's still a cowardly weasel, but he isn't necessarily voiced by Christopher Collins.

It's suggested in different media forms that he has a different voice in costume, either from the mask or whatever. The movie suggested he flat out damaged his throat escaping the Joes.
