4th Edition Dragonborn are a straight-up race. They lay eggs and everything. No transformation.

Old Dragonlance had draconians, which were a corrupt humanoid race brought forth from good dragon's eggs. There's 5 or 6 varieties, one for each metallic dragon.

They're usually not single-instrument, but lots of tunes by Kevin MacLeod would work for this, and they're all royalty-free.
