Until he gets the $10mil back from linebackers not on the team any more + the $20mil back from RBs who can't stay healthy (and potentially a chunk of the what, $30mil he has tied up in two DEs?) it's about the only option he has.

It's possible that Chip thinks he's going to ham it up again and wants to get rid of him while he can.
