Sorry I poorly phrased that. What I meant was that a body of law is a government construct and not a universal concept, hence why what's "legal" varies from country to country.

I shouldn't have said that a government can't do anything illegal because that's flat out wrong, but a government constructed a system of law and if something is passed legally it's, well, legal. Whether or not you "like" it.
