There's no reason to reach orbit if you want to hit something in space, you just need to reach the target's altitude at the right time and it'll smack right into your projectile at 8 km/s. Even a relatively small missile like this can hit satellites. The railgun probably still falls a bit short but it's still way easier than reaching orbit. so what you're saying is that the plane is in orbit
