Because sometimes dumb teenagers actually are serious when they say threats, and then after the attempted murder/suicide happens people will ask "why didn't the authorities act on info they had beforehand?" and the authorities' response of "well it was just a dumb teenager and we thought, you know..." will be wholly unacceptable to everyone involved.

I suppose investigating the leads is warranted, but why not drop it when the investigation shows that they have no links to extremist groups, no ragey manifesto blog posts, no problems at school, no other warning signs, etc etc? I maintain that going right to sending men in suits over to tell you to stop making jokes is bloody stupid.

Because the cost of a full-background investigation on a person's life is much more time-consuming and expensive than just flying a couple agents over to interrogate them personally for a few hours.
