Depending on context it can mean X country, Bro Roazhon means the Roazhon country in the same way you'd say "North country" in English or country of X, so Bro C'hall means country of the Galls, which are Frenchmen. It's pretty similar to "pays de" in French.

I might just be an idiot, but it did take me pretty loving long to notice that Swansea reads "swan sea" too.

And I don't think it's exactly just a geography test issue to know what the sea that surrounds half of your country is called.

It isn't nearly so bizarre as North Korea (I'd bet), but they haven't had as long to work on it either. They are not so isolated as a nation though, Iran I know has linked the place with rail lines to encourage trade.
