Recruit prisoners, learn about swords or other weapons if we'd hit the cap, offer employment. Guys we're gonna max swords and waste points if we do it twice, so we should be voting for Weapons x2 instead if we really wanted to learn how to stab things better later on. Also recruit soldiers, we know in advance war is coming (unless our decision changed things) so every warm body we can throw into the meat grinder can help us. Hire the tournament winners
