That's the logo for the General Council of Puy-De-Dome. General councils are departemental assemblies (they're to be renamed Departemental Councils in 2015), they don't have a lot of power since France is a very centralized state, but they finance schools, social programs, tourism and the likes. I guess they also sponsor football clubs. Here it's the General Council in charge of the Puy-de-Dome, whose capital is Clermont-Ferrand. http://www.puydedome.com/ Edit: oh wait, you were referring to the massive Credit Mutuel logo?
