It's a bridge in Japan that's been raised to allow ships to pass under, and yes the incline is that steep. It's become an unexpected tourist hot spot (with promotions mentioning the view as you drive across) and from what I can gather Daihatsu used it to promote their cars by demonstrating that they're capable of getting up the hill.
