Parks and Rec doesn't become really good IMO until Mark leaves. Not only does the character suck but the actor also sucks.

Me, I say skip the first season, because it inspired a deep and abiding loathing for Andy and Tom that didn't go away until halfway through season 3 and sometime in season 4, respectively, when they expect you to be sympathetic to them by midway through season 2.

Everything you say here is also on point. The first season versions of Andy and Tom are really terrible and you pretty much need to forget them completely to enjoy them later. There are also a lot of problems with Leslie's character that get ironed out eventually too. That being said I'd still watch the first season just because it's only about two hours long and if you're going to invest time in watching the show you might as well watch it all. I would never advocate skipping episodes of a show you're trying to get into .

Seasons 5 and 6 are a bit of a downhill slide but not bad enough to completely skip. I still enjoyed them & laughed at Andy.

Well, best tv intro is a whole other can of worms, and I have a hard time separating intros I like for nostalgic reasons from genuinely good intros. I mean, I loving love the original Perfect Strangers theme song. The song is cheesy in an 80s way, but still good. All the shots of the cousins with their families are really touching (check out 80s guy at .30). Balki on the boat excited to see the Statue of Liberty and then the both of them traveling to Chicago to face their destinies, just wonderful. I love it. I loving love all of it. I've been watching House on Netflix, and since they didn't get the rights to the Massive Attack song that was in their credits for network airing, there's some random other Massive-Attack-sounding composition for the opening credits. Now I'm used to that and would probably find the Massive Attack credits weird if I heard them.
