I've seen some designs where the calliper has a cover and the disc just rotates inside that. Would be hell on the Aero and difficult to change quickly.

Takes a ton of money to host a race, pay to put up teams, all the police for road closures etc. Tour of California doesn't make money and has been in danger of being cancelled quite a lot, there's very little TV interest in the sport here too

To be fair, the tv coverage is just garbage in the states its like its done by amateurs.

The comma is a decimal place, so 971.72 million viewers when you add all the individual bits of coverage together.

So add together viewing figures from live coverage from every day of the Tour, the Giro, the Vuelta et al and it adds up.

Seems like a more meaningful metric would be average viewing per event or day of event.
