Traditionally Nibali has not been able to follow the attacks of Froome or Contador or Wiggins(in 2012), they have always been in a different league. As a result Nibali's performances have usually seemed to remain within the bounds of reality and as such people are more inclined to believe. Also he's not a complete prick riding for a dick head team.

Like everyone said, if it's hot they wave the rule. On this stage riders were allowed to take on water but only from the side of the road and not from team cars (so there are no sticky bottles on the last climb).
