He was crazy strong from his training, and his body getting trashed during Ginyu's bullshit was the last push he needed to hit Super Saiyan when Frieza pissed him off enough to let loose.

Cell coming back to life was one of the worst retcons in the series IMO. If the explosion was so powerful that it was going to destroy earth and Goku had to sacrifice himself, King Kai, and Bojack to save the planet, then it's definitely powerful enough to make sure every living cell at the epicenter of the blast is dead. If it could kill god and a SSJ2, it could kill every cell at the center. Also, where the hell was that 1 important cell during Goku's teleport+max kamehameha? Did it move super-fast into his legs?

Ok maybe wrong word to use but the point stands. The blast was so powerful it killed Goku. How the gently caress did that 1 important cell survive. Also how did it survive Goku's kamehameha and Gohan's rear end-beating?

If I recall right, the original english dub made it seem that Cell had this grand plan. The actual dialogue though was Cell had no clue how he survived nor did he have any intention of things working out the way it did.

Don't see how it's a retcon. I mean, his name is even Cell so something like that was going to happen at some point. As to how he survived, it's not ridiculous to think that his body is setup to use all his energy to protect a single cell so it can survive the explosion.

The "Super Kaioken" he used basically gave him a power equivalent to Super 2, but was far more draining to use and didn't last nearly as long, so overall it's more inefficient. Humans and Piccolo could have benefited from it, but series focus was never really on them by the end.

Then again, Movie 4 is just the perfect storm of Teoi not giving a gently caress. Goku turned Super Saiyan before he did in the anime or manga(or so I hear), the whole plot is just a rehash of King Piccolo and then of course the Kaioken being stronger than Super Saiyan just makes the SSJ transformation stupid and pointless. Oh and SPIRIT BOMB SAVES THE DAY. Again.
