You are most likely remembering the end of the first episode of Cyber City Oedo 808, one of my favorites. The Yoshiaki Kawajiri character designs and artwork are pretty distinctive and you'll probably remember if that was it based on the screencaps.

A while ago, I watched some kind of anime movie. The dam in a man's town is damaged, and that man manages to save it just in time. Later on, a spy from an evil empire convinces him to sabotage it, and he does so, and spends some time living in luxury. Eventually the guilt gets to him, and the concubine the empire provided him attempts to assassinate him (no one likes traitors). He escapes, returns to the ruins of the town, and lives out his penance on some kind of airship that ferries souls to the beyond.

In a subplot, the empire's prince and a princess from a small kingdom were in love, and she sent some kind of treaty or message to him via carrier pigeon, and it get shot out of the sky by some drunken soldiers. The two countries go to war, and the kingdom ambushes the empire's tanks in the middle of a forest under the cover of some ghost trickery. But spears and molotovs are only so effective against tanks, and in the end the kingdom loses.

It might have been set in England or something, but I'm not really sure -- I might be mixing up the details with another show. Aside from that, I've completely forgotten everything about it, since I didn't watch it at the time. Any ideas?

Bunny Drop from 2011 had a child actress for Rin's voice and she did a great job.

Not even remotely set in England though.

Edit: The currently airing Barakamon does as well.

This is a real stretch but it might have been Kin-iro Mosaic, a.k.a. Kinmoza! I say it's a stretch because only in the first episode are the leads little girls and in England. And I have no idea about the voice acting. But it was a fairly recent show.

The anime covers the first (pre-timeskip) half of the manga and happily ends without even hinting at the weird place the author would take the story. It's also completely excellently crafted and is totally worth the watch. And I say that as someone who was real pissed about the manga's ending, because in spite of that I decided to shell out the dough for the blurays that NIS put out.

I knew about the way the manga ended when I watched the anime for the first time, and I still thoroughly enjoyed it. It's a great show.

While we're here, does the manga timeskip pretty much right after the anime ends, or does it continue on in that time period for a while? I'd like to see more of the characters developed, especially Masako, but as far as I'm concerned timeskip-onward is just fanfiction.

Yeah the manga ending is probably up there with my "most hated endings" of any form of media, so bad that it retroactively tarnishes the rest of the series, and I would still recommend the anime to anyone. It's really drat good.

I only remember a couple things about this but it was a near future/cyberpunk setting, the aesthetic was really dark tones, there is a scene where a lady is either in a tube or hooked up in a machine in the center of a room and bare breasted as Japan is wont to do. I want to say it had a almost creepy/goofy looking cop/detective character who has a gun fight at some point, might've gotten shot. Real 80s/90s look to it. Aired on a Canadian sci fi channel around 99-01. Not the Ghost in the Shell movie although I thought it might've been.

"Original fanart" sounds like an oxymoron to me. It reminds me a bit of panels I've seen floating around from some monstergirl manga. I don't know anything about it other than it's probably porn. And if it technically isn't it might as well be.

Monster Musume no Iru Nichijou. It does look somewhat like one of the side characters from that, but it's not definitive.
