Meh. This looks more like a $10 DLC than a $20 DLC, something more along the lines of Legacy of Rome or something. A new history, a customizer, and more flavor events doesn't seem worth $20 to me -- looks like the seasons will probably be something you get free with the patch anyway.

That sounds about right for a Merchant Republic. It's basically so you can get your money back after having to pay to rig an election.

If you don't feel the need to expand your trade posts further, you can start landing your family, so you don't need to pay them, while keeping the income from your trade posts.
