Is it customary for the police in the US to reveal the name of potential criminals to the public before the prosecution decides whether they have enough evidence to initiate a trial?

The officer's story is that Brown punched him in the face then reached inside the car to grab his gun. He also says the gun went off in the car, but the police haven't shown any bullet holes in the car yet.
