I haven't actually played it, but there's a mobile City Builder series named Virtual City that was supposed to be more of a 'real' city builder and not a microtransaction-laden waiting-game. From what I understand, VC1 had a Sandbox mode which was a classic City Builder kind of game, and also a bunch of missions. The second game didn't have the sandbox mode. The third game (Virtual City Playground) did, and as some sort of marketing bullshit they removed Sandbox mode from the first game to promote the third. If you can track down an old copy of VC1 and it doesn't auto-update, I think it's more or less exactly what you're looking for. I don't know anything about Virtual City Playground other than some app store reviews say it's "not as good as VC1 Sandbox".

Nile online probably isn't exactly what you want, but it's the closest to what you're looking for that I found when I went looking for the same thing last week. So far there hasn't been any bullshit IAPs, and the community is very helpful in terms of sending goodie baskets to new players to help them ramp up. It does have currency, but the only thing you really need them for is if you want to settle more than 5 cities. The in game materials warehouse can be easily upgraded to hold enough that you can mostly let it run and only check in on it once or twice a day if you want to after the first day or two. Someone upthread mentioned Kairo games. I'd strongly recommend checking them out. They might be right up your alley, but I haven't been willing to put down money to find out how good they are. The android games thread seems to think highly of them though.

Not really fast paced or with good movement, but it is technically first person. And if you're willing to get away from the FPS thing, the TPS Orcs Must Die is all about shooting dudes and blowing them up with traps. I'd say it meets all your requirements except the FPS thing.

The first FEAR is still one of the best FPSes I've ever played. The second is pretty good too. Didn't care for the third, it seemed to give up the spooky atmosphere for shoot shoot shoot.

It's not too story heavy but she would probably enjoy the first puzzle quest. If she can handle puzzle solving you can't go wrong with Monkey Island (or the Blackwell games if you think she'd want something a bit more serious.)

It is hard to find good ones in English but there's an LP of Roommates on SA that you can check to see if that fits. I would really like to suggest King of Dragon Pass, but that's probably too heavy a game to lead with. You can check the LP in archives though. Are you looking for games to play together or just for her?

I started playing Nile online after it was recommended to me by this thread, and I will pay the recommendation forward. It's pretty sweet for a fire and forget city builder, and even has a notepad so you can write down what you were saving up for next so you don't log in and stare at it for 5 minutes trying to figure out what you were doing. I was a little sad that you can't do everything for free (I prefer when currency purchases are shortcuts and I can 100% by being remarkably patient...) but you can rarely get the scarabs from quests, so that's something. I'll probably kick over a few bucks so I can set up my own little Nile empire and eventually be completely self-sufficient

Ok my turn again: The Opera Mod for Half Life 1, is there ANYTHING LIKE IT? It was so good, it was action quake/half-life meets every Chow Yun Fat movie ever. I want another one. Yo, Stranglehold is great, it's all the good stuff about Max Payne without any of the plot getting in the way cranked up to 11. There's also WET which gets a bum rap, probably because it's pretty generic but I found it fun in a cathartic way. Stylistic in the way Kill Bill was and it scratched that hyper stylized violence itch.
