Yeah, I'm in Michigan, but I'm fairly sure Ohio works the same as us in that the letter/number combo isn't random but rather given out sequentially by the DMV to customers. So there's up to 10,000 people driving around Ohio with FAP plates right now. My father is named Richard, and recently got a new car. Completely randomly, his first three symbols are DCK.
