They actually said this at one point when Brazils stadiums fell apart lol. I think it's reasonable to expect they could do it, they've got pretty good infrastructure. It'd just be poo poo as hell on non-football pitches and planes everywhere.

The distance between stadiums should matter in the vote but given Brazil got it, it obviously doesn't.
