Each team gets a shot at it from their opponents 35. Scoring is the same, but if you get a TD you have to go for the 2 point convert. Saskatchewan picked off Ottawa on Ottawa's attempt, so even a single would have ended the game, meaning that Ottawa had to use their kickout team. No points were scored on the play, so they did it all over again after. edit: In the CFL, the answer to "When can I kick the ball?" is basically "Anytime's ok".
