all major new GCC development happens on private side branches with discussion on private mailing lists. this is because RMS is on the main mailing list and he kills any real discussion of change with his stupid bullshit. nobody wants him there or cares what he has to say but he has some kind of voting power despite not contributing to the compiler in decades.

RMS is on the steering committee. they can fork it anytime, but there's a lot of community on the current project and the current state works well enough not to cause a mass exodus. besides anyone who cares has already moved to clang.

GNU emacs is actually one of the lesser implementations, even though it's the most popular. for example, Zmacs is better in terms of how it models user interaction. M-x uses a real human-oriented command language with auto prompting and completion and help, it doesn't just demand you type in a Lisp function name and prompt you for its arguments. it was also designed for mouse use, since it was designed for Lisp Machines. there have been a bunch of efforts over the years to do a Zmacs successor like Hemlock, Drei, and CLIMacs.
