Regardless the passport card is bona fide ID within the US so yes you should be able to vote with it. You might not be able to vote in EU elections with it (if you are living in an EU country), though!

The problem with the passport card as voting ID is though that it doesn't mention your place of residence. So I'd imagine you'll still need a utility bill or something like that. Most American DLs I've seen have the owner's address.

That always struck me as a little dumb, you just apply for a new one whenever you move?, over here it's solved by having a national population register that keeps track of where everyone is domiciled.

My DL has the same address I had almost two decades ago because renewing it was dropping off twenty bucks, taking a picture, done.

Yeah, not sure where you are at but that is true in iowa, so I don't actually have the address on my ID matching my DMV and voter registration database entries.

There is a chance Nikky Haley gets caught in it, she was caught red handed as acting as a lobbyist a couple years ago stemming from when she was governor but skated on the state investigation because of more corruption. Harrell's arrest was amazingly a state investigation too but there is an open secret that a Federal investigation is going one too.
