They work with convicted felons and disenfranchised minority communities trying to engage in civic and community involvement involvement. The guy talking to the camera is the man she took a picture with. It's also important to bear in mind that "gang specialists" and the like are extremely liberal in what they do and do not consider "gang activity." For example, the "gang sign" here seems to be one person pointing at another person. This from the same criminal justice system that calls fans of the Insane Clown Posse gang members with a straight face.

This reminds me of an episode of COPS I saw once where they were doing street level busts on weed purchases, but their main reason for doing it was seizing cars. Like they were so ecstatic to be seizing cars over loving $20 of weed.

Hardest case of “no snitching” for me is spotting a probably-drunk driver. I’ve reported once after observing them drift all over every lane for five minutes. But if it’s any less obvious than that, I just drive on rather than cause an extraneous police interaction.

My random FTP moment of the day. I have a parking pass assigned by my boss, since I work for housing at my university. It's up in my window right where the normal parking passes go, but the cops on campus gave me a ticket anyways. I went to talk to them but the cop swears that the pass wasn't in my window. My boss can't convince them otherwise, so if I don't pay the ticket my car may be booted the next time they find it on campus. I also can't graduate until I pay the ticket.

I don't think so. Alternative school usually means that the kid's behavior got them kicked out of their home school. Whoa there that's pretty offensive. First off, students who go to special needs schools aren't unaware of their environment. People with disabilities constantly struggle with the stereotype that they are incapable children, and no one needs to add to that by assuming that "special needs student" = "vegetable". Secondly, the alternative school Herbert Pulgar is attending is clearly set up for so-called "at-risk" students - ones with involvement with the Child Welfare and/or Protective Services programs, often with histories of domestic trauma, behavioral issues, academic difficulty, and so on. The best/worst part of this is that apparently one of the 'gang signs' in his work was the inclusion of a heart shape. We are literally at the point now where art depicting a heart is suspect because some gang (which the kid has no shown knowledge of affiliation with) has also used that shape. I look forward to schools being shuttered in February because of a profusion of gang symbols being distributed among the student body. Probably even teachers will find them on their desks as warnings and threats!

I don't know much about law, but there mandatory reporter laws for sexual abuse of children, is there a law that would apply to declining to investigate reported abuse? He showed some urban art: a picture of two gangs shooting each other with the Grim Reaper controlling them via puppet strings, and then he tried to claim it was pro-violence, since gangs worshipped Death and took pride in being puppets. Later he talked about Grand Theft Auto warping our youth, along with rap music.
