AFAIK scores, averages, failures, and critiques are all cataloged into a database for NETC. Also the amount of people that should never be allowed anywhere near students but make it through special duty screening and then NITC is staggering. For every one good instructor we get it seems like we get three that sleep with students/are socially inept/were terminal expo/etc. Whenever I hear that we're the top ten percent of the Navy I just laugh and laugh.

An instructor can print out his classes' test scores over a given period of time, compare it to a historical average, and then throw it in the command's face with a "here check this out. 34% increase in performance metrics since I started teaching underwater basket weaving." But that takes , and nobody tells anybody about it because , and when we tried to simplify and eliminate some of that pain by asking all the instructors to record their test score averages for the week into a excel tracker? Few did it, and when we did keep track it came back with a, "Wellphhhuuu, thuuuwhuat aboooout MTS?".

I have the answers before they ask the questions and I smile and say "sir" a lot. I massage the Dept. Head's egos and I am painfully polite, pleasant, and efficient. The person that gets the EP is literally the volunteering kid that no one ever sees because they're off getting bake sales and meetings together. I imagine they sit down and think "who is doing the best work" and keep that person in mind for an end of tour award like a NAM (even though we just give out FLOCs) and then they look at the people getting bake sales and poo poo done and figure "let's give it to them because they're helping the organization". poo poo like that is why most of us want to get out in the first place. Our jobs aren't too bad when you think about and can be kind of cool. Fixing radios, shooting poo poo, making tons of metal move across hundreds of nautical miles, having the possibility of affecting someone's life. But there's idiots all around us, the kind that you hear from other people "that's a lovely sailor" and the kind that people go "oh gently caress I can't wait until they move him to the USS SHORTBUS", they end up in leadership positions and gently caress it up for everyone. Some people weather it well and have a support of other like-minded people to show them it's not full of SN Fuckstick, Chief Gomer and CAPT Pile. Others don't and know a PO1 that hasn't changed from SN Fuckstick and just keeps advancing with knee pads and command involvement. If you don't want to play the game, don't sign a new contract. Edit: Also lol, some clinics are so small like in my command that when providers are forced to deal in command involvement we can have gaps in the schedule and it's effectively like we are closed. So sorry MML, often times we have no power even if we want to just stay at work rather than seeing a bunch of rear end holes at a picnic. A large portion of FITREP ranking is based around making sure you don't inadvertently send a negative message to the board first, and actual performance second. Presumably, if he ended up selecting for LCDR while there, he had been there for a while and was going up for a board. If he had previously been ranked 1/X or whatever before you got there, it gets risky moving him down (or keeping him in the same place) so you're the 1/X or the EP or whatever because that shows a negative trend to the board and would likely put him at the top of the FOS pile in the tank. If the CO really did want to do that, and rank you over him for your superior performance, he has to be willing to effectively say your performance is so good (or his so bad) that it is worth potentially forcing him out of the Navy. If career timing works out so that you'll be there longer, or you're relatively new at a command, etc. that's all figured into the rankings just as much as actual performance because the command generally wants the flexibility to be able to move people up in trait average and ranking to show a positive trend throughout your entire time at the command, which they can't do if they make you the 5.0 EP superstar early, even if you deserve it.

On the officer side you should *always* trend to the right. Even if you *are* a rockstar when you show up to a command, your first FITREP should almost always be a P, *maybe* MP depending on your competitive group and you should be right at or maybe *slightly* below your CO's average. Next FITREP should trend right (and you should be above his average) and be MP, your last FITREP should be an EP goodbye kiss and should be well above his average. At least, at a good command that's generally how it's supposed to work. You should never, ever trend down at a command with the exception of when the CO PCS'es and therefore your reporting senior resets, and then you should continue to trend right from whatever his baseline his. So yea, even if the words on your FITREP are stellar, if your command accidentally fucks up and you trend left without the appropriate explanation in the fitrep (i.e. downward trend not indicative of decreased member performance but of lower reporting senior avg)... I just got pinged by someone claiming to be my LPO that I never turned in my evals, then got pissed when I said it had to go through CAO first and they wouldn't have it by COB. Then I got repeatedly asked who was in charge, then got yelled at for being the NCOIC. And it closed with "Why the hell didn't you contact me sooner?" Bitch I didn't even know my old LPO got out of the Navy until you called.
